Overview
General Overview
The Mid-Atlantic Social Security Center, located at 300 Spring Garden Street, serves as the regional headquarters for the Social Security Administration’s (SSA) Region 3. This massive federal facility is the administrative nerve center for Social Security operations across Pennsylvania, Delaware, Maryland, Virginia, West Virginia, and the District of Columbia. Unlike standard local field offices that primarily handle walk-in inquiries for retirement claims or replacement cards, this center houses the Mid-Atlantic Program Service Center (MATPSC) and the Regional Commissioner’s Office. It plays a critical role in processing complex claims, disability reviews, and managing the payment systems for millions of beneficiaries in the Mid-Atlantic region.
Office of Hearings Operations
A key public-facing function within this building is the Office of Hearings Operations (OHO) (formerly ODAR). Individuals who have appealed a denial of Social Security Disability (SSDI) or Supplemental Security Income (SSI) benefits may be summoned here to appear before an Administrative Law Judge (ALJ). These hearings are a vital step in the appeals process, offering claimants the opportunity to present evidence and testimony regarding their case.
Service Limitations
It is important for the public to distinguish this Regional Center from a local Field Office or the Card Center. Routine services are generally NOT handled here. specifically:
- Social Security Cards: Residents seeking a new or replacement Social Security card should NOT come to Spring Garden Street. They must visit the dedicated Social Security Card Center located at 2 Penn Center (1500 JFK Blvd).
- General Inquiries: For standard retirement filings or questions, visitors are encouraged to use the local field offices scattered throughout Philadelphia (e.g., North Broad St, Aramingo Ave, or Market St) or use the online services at SSA.gov.
Security and Access
As a major federal installation, the Mid-Atlantic Social Security Center maintains strict security protocols. All visitors, including those attending disability hearings or official meetings, must enter through the main security checkpoint. Airport-style screening is in effect: visitors must pass through metal detectors, and all bags are x-rayed. Valid government-issued photo identification is strictly required for entry. Prohibited items include weapons of any kind, sharp objects, and typically cameras or recording devices, unless authorized for official proceedings.
