Overview
General Overview
The Philadelphia Field Office of the United States Citizenship and Immigration Services (USCIS) is the primary facility for handling immigration interviews and adjudications in the Philadelphia region. Located in the University City district at 30 North 41st Street, this federal facility is distinct from the Application Support Center (ASC) which handles biometrics. The Field Office focuses on the final stages of the immigration process, conducting interviews for lawful permanent residence (‘Green Cards’), naturalization (citizenship), and asylum adjustments. It serves a jurisdiction that generally covers Eastern Pennsylvania, Delaware, and parts of New Jersey. The office operates under the Department of Homeland Security and enforces federal immigration laws and regulations.
Services and Functions
This facility is primarily an adjudication center. Its core functions include:
- Interviews: Officers conduct in-person interviews for Adjustment of Status (Form I-485) and Naturalization (Form N-400) to verify eligibility and credibility.
- Naturalization Ceremonies: The office hosts judicial and administrative oath ceremonies where approved applicants formally become U.S. citizens.
- Emergency Services: In limited emergency situations, such as the need for emergency advance parole, the office may provide expedited services, though this strictly requires a scheduled appointment.
Important Distinction: Biometrics
It is critical for visitors to note that this location is NOT the Application Support Center (ASC). If you have an appointment specifically for fingerprinting, photographing, or other biometric services, you should not come to this address unless your appointment notice specifically states ’30 N 41st St’ (which is rare for biometrics). The Philadelphia ASC is typically located on Drummond Road in Northeast Philadelphia.
Appointment Policy
The Philadelphia Field Office operates on a strict appointment-only basis. Walk-in visits are not permitted for general inquiries or case status updates. Visitors must have a scheduled interview notice or a confirmation of an InfoPass appointment (now scheduled through the USCIS Contact Center) to gain entry. Visitors are advised to arrive no more than 15 minutes before their scheduled time to avoid overcrowding in the waiting room.
Security and Access
As a federal facility, security is tight and comparable to airport screening. All visitors must pass through metal detectors and have their bags x-rayed. Prohibited items include all weapons (firearms, knives, pepper spray), ammunition, and sharp objects. While cell phones are generally allowed, they must be silenced, and photography or audio recording inside the facility is strictly prohibited. Visitors should bring their appointment notice and a valid government-issued photo ID (such as a passport or driver’s license) to present to security.
