The US Food & Drug Administration (FDA) – Philadelphia District Office serves as a critical regulatory hub for the agency’s Office of Regulatory Affairs. Located in the historic U.S. Custom House at 2nd and Chestnut Streets, this office oversees compliance and enforcement activities across Pennsylvania and Delaware. Its primary mission is to protect public health by ensuring the safety and efficacy of human and veterinary drugs, biological products, medical devices, and the nation’s food supply.
Operations and Jurisdiction
The Philadelphia District Office manages a wide range of inspection and investigative functions, including:
- Import Operations: Monitoring products entering the country through the Port of Philadelphia (Port Code 1101) and ensuring they meet U.S. safety standards.
- Facility Inspections: Conducting rigorous examinations of pharmaceutical manufacturing plants, food processing facilities, and other regulated establishments.
- Consumer Protection: Investigating complaints regarding misbranded, adulterated, or unsafe products. While local consumer complaint coordinator lines have been centralized, this office remains the operational base for field agents.
Security and Access
The FDA office is housed within the U.S. Custom House, a federal government facility with strict security protocols. Access is generally restricted to official business, such as meetings with industry representatives or regulatory hearings. Walk-in services for the general public are not available. All authorized visitors must undergo security screening similar to airport procedures, including metal detectors and bag checks. Valid government-issued photo identification is mandatory for entry. Weapons of any kind are strictly prohibited.
Location and Transportation
Situated in the heart of Old City, the office is exceptionally well-connected to public transit. It is located just one block from the 2nd Street Station on the Market-Frankford Line. Numerous SEPTA bus routes, including the 21, 42, and 57, stop in the immediate vicinity. For those driving, paid parking garages are available at Penn’s Landing and along 2nd Street, though street parking is limited.
