Overview
Regional Office Overview
The U.S. Securities and Exchange Commission (SEC) Philadelphia Regional Office is a crucial arm of the federal agency tasked with protecting investors and maintaining fair, orderly, and efficient markets. Located at 1617 John F. Kennedy Boulevard within the historic One Penn Center (also known as the Suburban Station building), this office oversees regulatory enforcement and examinations for a broad mid-Atlantic region, including Pennsylvania, Delaware, Maryland, Virginia, West Virginia, and the District of Columbia. The staff here is primarily composed of attorneys, accountants, and examiners who work in two main divisions: the Division of Enforcement, which investigates violations of securities laws such as insider trading and accounting fraud, and the Division of Examinations, which inspects registered entities like investment advisers and broker-dealers to ensure compliance.
Public Interaction and Complaints
It is important for the public to understand that this facility functions as an administrative and investigative headquarters, not a walk-in customer service center. The SEC does not handle walk-in inquiries regarding personal investment losses or general financial advice. Individuals wishing to file a complaint, tip, or referral regarding potential securities fraud should do so via the SEC’s official online TCR (Tips, Complaints, and Referrals) system. Similarly, requests for public records under the Freedom of Information Act (FOIA) are best submitted electronically. While staff may occasionally meet with witnesses or registrants, these meetings are strictly by appointment only.
Security and Building Access
Access to the SEC suites on the 5th floor is highly restricted. As a federal tenant, the office enforces rigorous security measures. Visitors with scheduled appointments must present a valid government-issued photo identification to the building security and may be subject to additional screening upon reaching the SEC’s reception area. Unauthorized visitors will not be granted entry. The building itself, One Penn Center, is a busy mixed-use facility, but the federal offices maintain a distinct perimeter. Weapons, recording devices, and other prohibited items are not allowed within the agency’s workspace.
Location and Transportation
The office boasts one of the most convenient locations in the city for commuters. One Penn Center sits directly atop Suburban Station, the primary downtown hub for all SEPTA Regional Rail lines. Commuters can exit the train and take the elevator directly to the lobby level without stepping outside. The location is also connected via the underground concourse to the 15th Street Station of the Market-Frankford Line and the Trolley lines. Numerous bus routes, including the 17, 31, 33, 44, and 124, stop immediately outside on JFK Boulevard. For those driving, while there are paid parking garages nearby, the rates are among the highest in the city, making public transit the preferred option.

- No Walk-Ins: General public inquiries are not handled in person.
