United States Magistrate Judges
Institution Overview
The United States Magistrate Judges for the Eastern District of Pennsylvania (EDPA) serve as essential judicial officers within the federal court system. Located at the James A. Byrne U.S. Courthouse, these judges are appointed by the district judges to handle a variety of judicial proceedings. They play a critical role in expediting the disposition of civil and criminal cases. Unlike Article III District Judges who are appointed for life, Magistrate Judges serve renewable eight-year terms. They are often the first point of contact for defendants entering the federal criminal justice system ⚖️.
Judicial Duties and Jurisdiction
Magistrate Judges in Philadelphia have a broad scope of responsibilities delegated by the District Court. Their duties include:

- Civil Litigation: Managing pretrial discovery, conducting settlement conferences to help parties resolve disputes without trial, and presiding over civil trials with the consent of all parties involved.
- Habeas Corpus and Civil Rights: Reviewing prisoner petitions and making recommendations to District Judges.
Visiting the Courthouse
The chambers and courtrooms are situated in the Byrne Courthouse at 601 Market Street, directly across from Independence Mall. All visitors must pass through airport-style security screening. While cell phones are generally permitted, they must be silenced or turned off in courtrooms, and photography or video recording inside the building is strictly prohibited without a court order. Public parking is available in nearby garages, and the location is a major hub for public transit 🏛️.
