About the Bureau of Administrative Adjudication
The City of Philadelphia Bureau of Administrative Adjudication (BAA) is the official administrative agency responsible for the fair and impartial review of parking ticket disputes. Established in 1989, the BAA operates independently from the Philadelphia Parking Authority (PPA) to ensure a neutral adjudication process. 🏛️ While the PPA issues tickets, the BAA is the only body with the authority to determine liability, dismiss citations, or uphold fines. This bureau also handles appeals for red light camera violations, speed camera tickets, and disputes regarding vehicle immobilization (booting) and towing impoundments.
Dispute and Hearing Services
Located at 913 Filbert Street (Parking Violations Branch), the BAA offers multiple ways for citizens to contest violations, including online submissions, mail-in disputes, and scheduled hearings. Key services provided include:
- Ticket Appeals: Administrative review of contested parking and moving camera violations.
- Boot and Tow Hearings: Expedited hearings are available for vehicle owners whose cars have been immobilized or impounded, often requiring immediate attention to release the vehicle.
- Payment Plans: The bureau facilitates enrollment in installment payment agreements for those unable to pay total outstanding fines at once.
Security and Visit Information
Visitors to the Center City facility must undergo security screening. 👮♂️ Valid photo identification is required for all hearings and administrative visits. Electronic devices may be restricted in hearing rooms, and all bags are subject to inspection. Weapons, sharp objects, and pepper spray are strictly prohibited on the premises.
