Philadelphia City Hall is the iconic seat of the municipal government for the City of Philadelphia and stands as a National Historic Landmark. Located at 1 Penn Square, this architectural marvel was designed by John McArthur Jr. in the Second Empire style and was the world’s tallest habitable building upon its completion. It serves as the central hub for the city’s executive and legislative branches, housing the Mayor’s Office and the Philadelphia City Council. With over 14.5 acres of floor space and nearly 700 rooms, it is the largest municipal building in the United States.
Courts and Legal Services
Beyond its administrative functions, City Hall is a functioning courthouse for the First Judicial District of Pennsylvania. It houses key divisions of the Court of Common Pleas, specifically the Civil Trial Division and the Orphans’ Court. Litigants and attorneys frequently visit for hearings, case filings, and dispute resolutions. The Register of Wills is also located here, famously serving couples applying for marriage licenses in Room 413. While many criminal courts have moved to the nearby Criminal Justice Center, City Hall remains a vital center for civil and probate legal matters.
Security and Visitor Information
Access to City Hall is strictly controlled to ensure the safety of officials, staff, and visitors. All public visitors must enter through the Northeast Corner entrance (near the intersection of JFK Blvd and Broad St) or other designated public portals. Comprehensive security screening is mandatory, similar to airport protocols, including metal detectors and bag checks. Weapons of any kind, including pocket knives and pepper spray, are strictly prohibited. Visitors should also be prepared to show valid photo identification upon request. While cell phones are generally permitted, they must be silenced in courtrooms and council chambers.
Transportation Hub
City Hall sits atop the city’s main transit interchange, making it the most accessible location in the region. The 15th Street/City Hall Station connects the Market-Frankford Line (MFL), the Broad Street Line (BSL), and the Subway-Surface Trolley Lines. Numerous SEPTA bus routes stop directly around the building’s perimeter. Due to its central location, on-site parking is not available for the public, but numerous paid parking garages and lots are located within a one-block radius.
