Philadelphia’s Primary Intake Center
The Curran-Fromhold Correctional Facility (CFCF) serves as the largest incarceration facility within the Philadelphia Department of Prisons (PDP) system. Opened in 1995, this massive complex located on State Road in Northeast Philadelphia functions primarily as the central intake unit for all adult males entering the county’s correctional system. The facility is named in honor of Warden Patrick N. Curran and Deputy Warden Robert F. Fromhold, who were tragically killed in the line of duty at the Holmesburg Prison in 1973. Spanning roughly 50 acres, CFCF is designed with a modular podular system that allows for direct supervision of the inmate population. As a maximum-security intake center, it processes thousands of individuals annually, managing initial assessments, medical screenings, and housing assignments before inmates are either released on bail, transferred to other facilities, or held for court proceedings.
Visitation and Communication

The facility has transitioned significantly towards video visitation, though in-person visits remain an option under specific guidelines. Dress code policies are rigorously enforced: visitors are prohibited from wearing revealing clothing, hoodies, hats, transparent garments, or uniforms that resemble staff or law enforcement. Valid government-issued photo identification is mandatory for every adult visitor. Visitors should arrive early to process through the security checkpoint, but late arrivals (usually 15 minutes past the scheduled time) may be denied entry. Cellphones and electronic devices are strictly forbidden inside the visitation area and must be secured in lockers provided in the lobby.
Inmate Accounts and Bail
Family and friends can deposit funds into an inmate’s commissary account or pay bail through several designated methods. The facility lobby houses self-service kiosks that accept cash and credit/debit cards for these purposes. Additionally, deposits can be made online or via telephone through approved third-party vendors. It is critical to have the inmate’s correct seven-digit Police Identification Number (PID) when making any transaction. Money orders sent by mail are also accepted but must follow specific addressing protocols to ensure they reach the correct individual. The bail window operates 24/7, allowing for the processing of releases at any time, though administrative delays are common depending on the volume of intakes and court orders.
Security and Facility Operations
CFCF operates 24 hours a day, 365 days a year. The facility is equipped with advanced security systems, including extensive camera coverage and electronic control centers. Upon entering the grounds, all vehicles and individuals are subject to search. The environment is highly controlled to ensure the safety of staff, inmates, and the public. The facility also provides essential services including medical and mental health care, social services, and religious programming for the incarcerated population. Legal counsel may visit professional clients during designated hours, provided they present proper credentials.
