Therapeutic Justice and Rehabilitation
The Philadelphia Mental Health Court (MHC) is a specialized problem-solving court program located within the Juanita Kidd Stout Center for Criminal Justice. Established in 2009, this initiative represents a collaborative effort between the First Judicial District, the District Attorney’s Office, the Defender Association, and the Department of Behavioral Health. Its primary mission is to divert individuals with serious mental illnesses (SMI) away from the traditional prison system and into supervised community-based treatment. By addressing the underlying behavioral health issues that contribute to criminal activity, the court aims to break the ‘revolving door’ cycle of incarceration and reduce recidivism while ensuring public safety.
Program Structure and Eligibility
The program is designed for non-violent (and certain violent) offenders whose criminal conduct is directly linked to their mental health diagnosis. Participation is voluntary but requires strict adherence to a court-mandated treatment plan. Key components include:
- Assessment: Candidates undergo rigorous screening by clinical providers to determine eligibility based on diagnosis and legal history.
- Supervision: Participants must attend frequent status hearings before a dedicated judge to monitor progress.
- Support Services: The program connects individuals with housing, medication management, and case management services provided by the Behavioral Health and Justice Division.
- Completion: Successful graduates may have their charges reduced or expunged, depending on the terms of their entry plea.
Location and Security Protocols
The Mental Health Court operates out of the Criminal Justice Center (CJC) at 1301 Filbert Street. This facility maintains extremely strict security measures comparable to an airport. Visitors and participants must pass through metal detectors and x-ray screening upon entry. Cell phones and electronic devices are generally prohibited inside the building or must be secured in specialized pouches if available. It is strongly advised to leave electronics at home or in a vehicle. The courthouse is centrally located near City Hall and is highly accessible via all major public transit lines.
