The Bureau of Consumer Protection is a specialized division of the Pennsylvania Office of Attorney General. Headquartered regionally in Center City Philadelphia, this agency acts as the primary defender of the public against unfair, deceptive, and fraudulent business practices. The Bureau is empowered to enforce the Unfair Trade Practices and Consumer Protection Law, investigating a wide range of commercial activities including telemarketing fraud, home improvement contractor disputes, identity theft, and predatory lending. Unlike a private law firm, the Bureau represents the Commonwealth of Pennsylvania and the public interest at large, rather than individual consumers in private litigation.
Mediation and Investigation
One of the Bureau’s core functions is its Mediation Program. When a consumer files a formal complaint, the Bureau often acts as a neutral intermediary to resolve disputes between the consumer and the business without the need for court action. If mediation fails and the Bureau identifies a pattern of illegal conduct, it has the authority to initiate legal action or criminal prosecution against the offending business. The office also administers the Health Care Section, which handles complaints regarding managed care organizations and health insurance denials.
Filing a Complaint
The Philadelphia Regional Office accepts consumer complaints via mail, online submission, or in person. Services provided by the Bureau are free of charge to Pennsylvania residents. Common issues handled include:
- Contractor Fraud: Disputes involving home repairs and improvement projects.
- Scams: Reporting lottery scams, tech support fraud, and impostor schemes.
- Do Not Call: Enforcing violations of the Do Not Call registry.
- Identity Theft: Assisting victims in recovering their financial security.
