Division Overview
The Division of Substance Use Programs (formerly the Alcohol & Drug Abuse Program) is a critical component of the Vermont Department of Health. Located in the John Zampieri State Office Building at 108 Cherry Street in downtown Burlington, this division is responsible for planning, managing, and evaluating the state’s system of care for substance use disorders. Its mission is to prevent substance misuse and ensure that all Vermonters have access to effective treatment and recovery services. The division works closely with a network of community partners, medical providers, and non-profit agencies to deliver care, rather than providing direct clinical treatment at this administrative office.
Impaired Driver Rehabilitation Program (IDRP)
One of the most direct public-facing services managed by this office is the Impaired Driver Rehabilitation Program (IDRP). Individuals convicted of driving under the influence (DUI) must complete this program to regain their driving privileges. The Burlington office serves as a hub for the IDRP, where participants undergo evaluation and are referred to educational programs. The division sets the standards for these programs and monitors compliance to ensure public safety.
Treatment and Recovery Oversight
The division oversees the Hub and Spoke model, Vermont’s pioneering system for treating opioid use disorder. Staff at this location manage the certification and funding for ”Hubs” (regional methadone and buprenorphine treatment centers) and support ”Spokes” (office-based opioid treatment in primary care). They also coordinate the Vermont Prescription Monitoring Program (VPMP) to prevent prescription drug misuse.
Visiting the Zampieri Building
The Division is housed on the second floor of 108 Cherry Street. As a state government facility, visitors should expect professional security protocols. Security screening may be in place at the building entrance. The office is located near the Church Street Marketplace and is easily accessible via the adjacent Cherry Street Transit Station, the central hub for Green Mountain Transit buses. Public parking is available in the nearby Burlington Town Center garage.
