Role and Responsibilities
The Bureau of the Budget is a vital component of the Maine Department of Administrative and Financial Services (DAFS). Its primary mission is to provide central budget and position planning, analysis, and control to support the objectives of the Governor and the legislative intent. The Bureau serves as the financial architect for the State of Maine, working directly with the Governor to prepare and submit the biennial state budget document. This comprehensive financial plan outlines the state’s proposed expenditures and anticipated revenues, ensuring fiscal responsibility and balanced governance.

The Bureau performs several critical functions that maintain the state’s financial health:

The Bureau is committed to transparency in government finance. It produces the Maine State Government Annual Report and prepares various budget forecasts and analyses. While primarily an internal service agency supporting other state departments, the Bureau ensures that budget documents and financial reports are available to the public, often facilitating Freedom of Access Act (FOAA) requests related to state finances.
Location and Access
Located on the 3rd floor of the Burton M. Cross State Office Building in the Capitol Complex, the Bureau shares its location with other DAFS agencies. Access to the building requires passing through security screening. The office is generally open during standard state business hours.
