Ensuring Accountability in Health and Human Services
Division Overview
The Maine DHHS Division of Audit is a specialized unit within the Department of Health and Human Services, dedicated to financial oversight and compliance. While the department’s administrative headquarters are located downtown, this division operates from the 442 Civic Center Drive facility, a key DHHS location in Augusta. The primary mission of the Division of Audit is to ensure that state and federal funds allocated for healthcare and social services are utilized correctly, efficiently, and in accordance with the law. This oversight protects public resources and maintains the integrity of programs that serve Maine’s most vulnerable citizens.
Key Responsibilities
The division employs a team of professional auditors who perform a variety of critical financial examinations:
- MaineCare Audits: The division conducts compliance audits and cost settlements for providers participating in MaineCare (Medicaid). This includes nursing facilities, residential care centers, and hospitals. These audits verify that payments made to providers align with the services rendered and allowable costs.
- Social Service Audits: The unit oversees grants and contracts awarded to community agencies. They review financial statements and Single Audit reports to ensure non-profit partners are adhering to state and federal spending regulations (such as Uniform Guidance).
- Internal Audit: The division also performs internal reviews within DHHS to improve operational efficiency and risk management.
Facility and Access
The office is located at 442 Civic Center Drive, a large multi-agency complex situated off I-95. As with all DHHS facilities, strict security measures are in place. Visitors should expect security screening, including bag checks, upon entry. Weapons are prohibited on the premises. The building is ADA accessible, offering ample handicap parking and elevator access. While the division primarily interacts with provider organizations and facility administrators rather than the general public, meetings are typically by appointment.
