DOR Criminal Investigations Bureau
The Criminal Investigations Bureau (CIB) is the specialized law enforcement arm of the Massachusetts Department of Revenue (DOR). Located in the Seaport District at 51 Sleeper Street, this bureau is tasked with investigating and pursuing potential criminal violations of the Commonwealth’s tax laws. The CIB is staffed by sworn law enforcement officers and forensic auditors who work diligently to protect the integrity of the state’s tax system and recover revenue lost to fraud.
Scope of Investigations
The Bureau focuses on serious financial crimes, including:
- Tax Evasion: Failure to file returns or filing false returns to avoid paying taxes.
- Refund Fraud: Schemes designed to steal tax refunds through identity theft or falsified documents.
- Cigarette and Tobacco Smuggling: Illegal importation and sale of untaxed tobacco products.
- Meals and Sales Tax Fraud: Businesses collecting taxes from customers but failing to remit them to the state.
Office Access
The office is situated in a state-occupied facility near Fort Point Channel. As a law enforcement and investigative agency dealing with sensitive financial data, the building operates with strict access controls. It is not a walk-in service center for general tax inquiries or filing assistance; those services are handled by the DOR’s Taxpayer Service Division. Visits to the CIB are typically by appointment only for official business or scheduled interviews.
