The New Jersey State Athletic Control Board (SACB) is the regulatory authority responsible for overseeing all unarmed combat sports within the state, including boxing, mixed martial arts (MMA), kickboxing, and Muay Thai. Operating under the Department of Law and Public Safety, the Board maintains its administrative offices within the Richard J. Hughes Justice Complex at 25 Market Street. Its primary mission is to ensure the safety of competitors and the integrity of athletic contests. The SACB is renowned for establishing unified rules and rigorous medical safety standards that have become models for athletic commissions globally. Regulatory Services and Licensing
The Board manages the comprehensive administrative processes required to hold combat sports events:
- Licensing: Processes applications and background checks for boxers, mixed martial artists, promoters, managers, seconds, and ring officials.
- Medical Clearance: Reviews mandatory medical examinations, including neurological scans, eye exams, and blood work, to ensure fighters are physically fit to compete.
- Event Regulation: Approves fight cards, conducts official weigh-ins, and assigns neutral officials (referees, judges, and inspectors) to oversee bouts.
- Tax and Revenue: Collects state taxes on gate receipts and broadcast rights associated with live sporting events.
Access and Security
The SACB is located inside the Richard J. Hughes Justice Complex, a high-security government facility that houses the State Supreme Court and the Attorney General’s office. Access is strictly controlled. This office is generally not open to the public for casual visits; most licensing business is conducted via mail or at the event venue during weigh-ins. If an in-person visit is necessary, an appointment is required. Visitors must pass through airport-style security, including metal detectors and x-ray machines. Prohibited items include weapons, pepper spray, and sharp objects. Valid government-issued photo identification is mandatory for entry. The complex is easily accessible via the Trenton Transit Center, with paid parking available in nearby commercial garages.
