Juvenile Justice Commission Headquarters
Youth Rehabilitation and Justice Reform
The New Jersey Juvenile Justice Commission (JJC) is the single state agency responsible for the planning, policy development, and operation of the juvenile justice system. Headquartered at 1001 Spruce Street, the commission operates within the Department of Law and Public Safety. Its primary mission is to lead the reform of the juvenile system by emphasizing rehabilitation over incarceration. The agency oversees a continuum of care that includes secure care facilities (such as the New Jersey Training School), residential community homes, and day programs. It also manages the parole and transitional services for youth returning to their communities.
Administration and Policy
This location serves as the administrative command center for the agency, housing the Executive Director’s office and key operational divisions such as the Office of Local Programs and Services. It is responsible for distributing state and federal funds to County Youth Services Commissions to support prevention and early intervention strategies. Note: This facility is an administrative office, not a secure detention center; inmate visitation does not occur at this address. The JJC is also the lead agency for the Juvenile Detention Alternatives Initiative (JDAI) in New Jersey.
Visitor Information
Visitors to the commission’s headquarters must adhere to state government security protocols. Valid photo identification is required for entry, and all guests may be subject to security screening. The office is located in Ewing Township (with a Trenton mailing address) and is accessible via public transportation.
