The Governor Nelson A. Rockefeller Empire State Plaza is a massive state government complex located in downtown Albany. Managed by the New York State Office of General Services (OGS), this modernist architectural landmark serves as the operational headquarters for the Government of New York State. The complex connects several key government buildings, including the Legislative Office Building, the Justice Building, the Swan Street Building, and the four Agency Towers. It is directly linked to the New York State Capitol and the New York State Museum. The Plaza is not only a government center but also a cultural destination, housing the Empire State Plaza Art Collection, the largest publicly held collection of modern American art in the country.
Services and Facilities
The Plaza functions as a city within a city, providing workspace for thousands of state employees and services for the public. Key features include:
- The Concourse: An underground network connecting all buildings in the complex. It features banks, a post office, a food court, and various retail shops.
- Visitor Center: Located at the north end of the Concourse, offering maps, tour information, and assistance to tourists and citizens visiting government offices.
- Meeting and Convention Spaces: The Plaza hosts the Convention Center, which facilitates large-scale government conferences, trade shows, and public events.
- Public Observation Deck: Located on the 42nd floor of the Corning Tower, offering panoramic views of Albany and the surrounding region (hours vary).
Security and Access
Security at the Empire State Plaza is managed by the New York State Police. While the outdoor plaza and the underground Concourse are generally open to the public during business hours, access to specific agency buildings and the Capitol often requires passing through security screening checkpoints, including metal detectors and bag checks. Visitors attending meetings or hearings in the Legislative Office Building or Agency Towers must present a valid photo ID.
Events and Parking
The outdoor plaza is a venue for major seasonal events, including the Fourth of July celebration, summer concerts, and winter ice skating. Parking is available in the V-Lot (Visitor Lot) beneath the Plaza, accessible from the I-787 highway system.
