Highland Detention at Shuman Center: Juvenile Justice and Rehabilitation
Highland Detention at Shuman Center, formerly known as the Shuman Juvenile Detention Center, is Allegheny County’s designated secure facility for the temporary detention of court-involved youth. Reopened in July 2024 under the management of Adelphoi, a non-profit human services provider, the center operates under a contract with the Allegheny County Department of Human Services. The facility is located in the Lincoln-Lemington-Belmar neighborhood of Pittsburgh and serves as a critical component of the juvenile justice system, providing a safe and secure environment for youth awaiting court hearings or placement.
Operations and Philosophy
The revitalized center operates with a focus on trauma-informed care and restorative justice. Unlike traditional punitive models, Highland Detention emphasizes stabilization, assessment, and support. Key aspects of the operation include:
- Capacity and Expansion: Currently operating with a limited capacity of 12 beds in a renovated pod, the facility is undergoing phased expansion with plans to eventually house up to 60 youth. This phased approach allows for the careful implementation of new safety and treatment protocols.
- Adelphoi Management: While the facility remains county-owned, daily operations are managed by Adelphoi. Staff members are trained to provide supervision, mentorship, and behavioral health support to residents.
- Services: Residents receive medical screenings, educational instruction, and access to mental health counseling. The program aims to reduce recidivism by addressing the underlying causes of delinquent behavior during the youth’s short-term stay.
Visitation and Contact
Visitation is a privilege and is strictly regulated to ensure the safety of residents and staff. Family members must be approved prior to visiting. The center utilizes a secure phone system for residents to communicate with their families and legal counsel. Visitors should expect rigorous security screening, including metal detectors and searches of personal belongings, upon entry. All electronics and contraband are prohibited.
