The Department of Administrative Services (DAS) Statewide Human Resources Management division is the central HR authority for the Connecticut state government. Located in the renovated State Office Building at 165 Capitol Avenue, this agency oversees the recruitment, examination, and selection processes for state jobs. It manages the JobAps system, where all state executive branch employment opportunities are posted. The division is also responsible for administering statewide personnel policies, workers’ compensation for state employees, and the SmART (Statewide Human Resources Management) unit which provides direct HR support to multiple state agencies.

Building Access and Security
The State Office Building is a secure government facility. Visitors must enter through the main accessible entrance and pass through security screening, including metal detectors and x-ray machines for bags. Valid photo identification is required to enter. While many job applications and exam registrations are now handled online, the HR office provides assistance for those needing accommodation or specific guidance. Parking is available for visitors in the Buckingham Street Garage, and the building is well-served by CTtransit bus routes stopping directly on Capitol Avenue.
