The Maine Office of the State Controller (OSC) serves as the central financial management agency for the State of Maine. Housed within the Department of Administrative and Financial Services (DAFS), the OSC is responsible for maintaining the integrity and transparency of the state’s financial data. Its primary mission is to ensure accountability by overseeing statewide accounting policies, processing payroll for state employees, and managing financial reporting for the entire state government. Key functions of the OSC include the preparation of the Annual Comprehensive Financial Report (ACFR), which provides a detailed overview of the state’s financial health. The office also manages the state’s travel and expense policies, administers the enterprise resource planning (ERP) system known as ‘Advantage,’ and enforces internal controls to prevent fraud and misuse of public funds.

While the OSC primarily serves internal government clients, it plays a crucial role for businesses and individuals who work with the state. The office processes payments to thousands of vendors and contractors, ensuring timely and accurate disbursement of funds. It also maintains the Vendor Self Service (VSS) portal, allowing payees to track their payment status online. The Office of the State Controller is located on the 4th floor of the Cross Building at 111 Sewall Street. Visitors to the building should be aware that it is a secure facility. Security screening is required at the main entrance, including metal detectors and bag inspections. Valid identification may be requested.
