Emergency Medical System Regulation
Maine Emergency Medical Services (Maine EMS) is the state bureau responsible for the regulation, coordination, and oversight of the pre-hospital emergency medical care system. Housed within the Department of Public Safety at the Central Maine Commerce Center, this agency ensures that all EMS providers, ambulance services, and dispatch centers meet rigorous standards of training, equipment, and patient care to protect the health and safety of the public.
Licensure and Certification
The office manages the licensing for all levels of emergency medical professionals and organizations in the state. Core credentialing activities include:
- Provider Licensing: Processing applications and renewals for Emergency Medical Responders (EMR), EMTs, Advanced EMTs, and Paramedics.
- Service Licensing: Inspecting and licensing Ground and Air Ambulance Services, as well as Non-Transporting Agencies.
- Dispatch: Certifying Emergency Medical Dispatchers (EMD) and licensing Emergency Medical Dispatch Centers.
Standards and Protocols
Maine EMS establishes the clinical backbone of the system through the Medical Direction and Practice Board (MDPB). This body authorizes the statewide EMS protocols that guide patient care in the field. The bureau also oversees:
- Education: Approving training centers, instructor coordinators, and continuing education programs.
- Data Systems: Managing the Maine EMS Information Reporting System (MEFIRS) to analyze system performance and patient outcomes.
- Specialty Programs: Coordinating the statewide Trauma System, EMS for Children, and Community Paramedicine initiatives.
Location and Access
The office is located on the ground floor of the Central Maine Commerce Center (45 Commerce Drive, Suite 1). Visitors must enter through the main doors near the flagpoles and check in at the Department of Public Safety reception desk. Security screening and valid identification are required for entry. While walk-ins are accepted, it is highly recommended to contact staff in advance to ensure the appropriate personnel are available.
