Bureau of Corporations, Elections and Commissions (Ballard Center)
This location of the Bureau of Corporations, Elections and Commissions (CEC) is situated on the 5th floor of the Ballard Center (formerly the MaineGeneral Hospital building) at 6 East Chestnut Street. While the Elections Division operates out of the Cross Building, this facility specifically houses the Division of Corporations, Uniform Commercial Code (UCC), and Commissions. It is the primary hub for business entities and notaries public to conduct official state business.
Services at this Location
The Ballard Center office focuses on the commercial and administrative functions of the Secretary of State’s office:
- Corporate Filings: Processing Articles of Incorporation, organization of LLCs, and annual reports for business entities.
- UCC Division: Handling Uniform Commercial Code filings which document security interests in personal property.
- Notary Public: Processing applications and renewals for Notary Public and Dedimus Justice commissions.

Business hours are strictly Monday through Friday, 8:00 AM to 5:00 PM.
