The Executive Office for Administration and Finance (AandF) serves as the primary fiscal and administrative agency for the Commonwealth of Massachusetts. Functioning effectively as the state's "corporate headquarters," AandF is responsible for ensuring the financial stability, efficiency, and effectiveness of state government operations. The office plays a critical role in preparing the Governor's annual budget recommendation (House 1 or House 2) and developing the Commonwealth's five-year capital investment plan.
