NH Division of Emergency Services and Communications
The Division of Emergency Services and Communications (DESC), widely known as NH 911, operates the state’s centralized emergency notification system. Headquartered at the Incident Planning and Operations Center (IPOC) on Smokey Bear Boulevard, this agency is responsible for the technological and operational backbone that connects residents with first responders. The facility houses one of the state’s two Public Safety Answering Points (PSAP), where highly trained telecommunicators process emergency calls 24/7 using advanced location-tracking technology.
Mapping and Data Operations
A critical function of the division is its Data Operations Unit. This team manages the statewide mapping system, ensuring that every physical address in New Hampshire is accurately geocoded. 🗺️ Why it matters: Precise mapping allows emergency dispatchers to direct police, fire, and EMS personnel to the exact location of an incident, even if the caller cannot speak or does not know where they are. The division also maintains the Emergency Medical Dispatch (EMD) protocols used to provide pre-arrival instructions to callers.
Radio and Technical Support
The division oversees the Bureau of Radio Communications Maintenance, which ensures the reliability of the microwave and radio networks used by state police and other agencies. They coordinate Statewide Interoperability to allow different jurisdictions and agencies to communicate seamlessly during major disasters. While the facility is primarily an administrative and operational hub, it also manages public records requests regarding 911 calls.
