Overview
Overview of the Trenton Housing Authority
The Trenton Housing Authority (THA) is an autonomous public corporation chartered by the City of Trenton and the State of New Jersey. It serves as the primary provider of affordable housing for low- and moderate-income families, seniors, and individuals with disabilities in the state’s capital. While the agency receives partial funding from the U.S. Department of Housing and Urban Development (HUD), it operates independently under the governance of a seven-member Board of Commissioners. The THA’s mission extends beyond simply providing shelter; it aims to create safe, sanitary, and decent living environments that foster economic self-sufficiency and improve the quality of life for its residents. The authority manages a significant portfolio of public housing developments and works in coordination with state agencies to facilitate access to rental assistance programs.
Housing Programs and Facilities
The THA owns and operates several multi-family housing complexes across the city, often referred to as ‘projects’ or ‘communities.’ These include:
- Donnelly Homes: Located on Southard Street, this is one of the authority’s major family developments. The site includes a gymnasium and community facilities often used for public events.
- Senior and Disabled Housing: The authority manages specific buildings dedicated to elderly residents and those with disabilities, such as French Towers and Josephson Apartments, ensuring accessible and quiet living environments.
- Family Sites: Communities like Wilson Homes and Prospect Village provide multi-bedroom units designed for families.
In addition to brick-and-mortar public housing, the THA administers the Family Self-Sufficiency (FSS) program, which helps residents gain employment, education, and financial independence. Note that while the THA manages public housing, the Section 8 Housing Choice Voucher program is largely administered at the state level by the New Jersey Department of Community Affairs (DCA), though the THA works closely with these systems.
Office Operations and Payments
The authority’s administrative functions are centered around providing tenant services, lease management, and maintenance coordination. It is important for residents to note that rent payments are not accepted in cash at the administrative offices. Tenants must pay via:
- Online Portal: A secure digital payment system available through the THA website (utilizing the Municipal Services Bureau).
- Mail: Personal checks or money orders mailed to the designated lockbox address.
The office at 899 Southard Street (associated with the Donnelly Homes complex) serves as a hub for specific community programs and maintenance operations, while the main Admissions and Occupancy office is located nearby on New Willow Street.
Security and Visiting Policies
As a government-operated facility, the Trenton Housing Authority enforces strict security protocols to ensure the safety of staff and residents. Visitors to administrative offices or community centers should expect:
- Identification: A valid photo ID is required for entry into administrative areas.
- Screening: Visitors may be subject to security screening.
- Prohibited Items: Weapons, illegal substances, and alcohol are strictly prohibited on THA property.
