Overview
NJ Division of Property Management and Construction Overview
The Division of Property Management and Construction (DPMC), operating under the New Jersey Department of the Treasury, is the state’s primary agency for real estate and construction procurement. Located at 33 West State Street in Trenton, the DPMC acts as the landlord and developer for the State of New Jersey. Its core mission encompasses the planning, design, construction, and management of state-owned facilities, as well as the leasing of private space for state agency use. The division is a critical hub for the construction industry, as it is responsible for the classification and prequalification of contractors and design consultants who wish to bid on public works projects in New Jersey.
Contractor Classification and Bidding
A major function of the DPMC is the administration of the contractor classification system. By law, any contractor seeking to perform public work for the State of New Jersey or many local school boards must be classified by this division. This involves submitting a ‘DPMC 27’ form to demonstrate financial stability and technical competence. The division maintains a database of eligible contractors and consultants, ensuring that public funds are spent with qualified vendors. The DPMC also oversees the public bidding process for state construction projects, ranging from minor renovations to major capital improvements.
Facilities Management and Leasing
Beyond construction, the DPMC serves as the facility manager for the state’s vast portfolio of office buildings and specialty structures. This includes operations and maintenance, ensuring that government buildings are safe, functional, and energy-efficient. The division’s Lease Negotiation and Management unit is responsible for procuring leased space when state-owned facilities cannot accommodate agency needs. They handle lease enforcement, space planning, and compliance with state standards for workspace utilization.
Visiting the 33 West State Street Facility
The DPMC is housed within a multi-story government office building in the downtown Capitol Complex. Security is strictly enforced. Visitors must present a valid government-issued photo ID at the security desk in the lobby. All entrants are subject to screening, including passing through metal detectors and having bags x-rayed. Contractors or consultants visiting for classification hearings or bid openings should arrive early to navigate the security process. Mobile phones are generally permitted but should be used discreetly.
Transportation and Accessibility
The facility is centrally located near the State House and is well-served by public transit. NJ Transit bus lines run frequently along West State Street. The Trenton Transit Center is approximately a 15-minute walk or a short bus ride away, offering rail connections via NJ Transit, SEPTA, and Amtrak. Paid parking is available in nearby garages, such as the Liberty Commons Garage or other commercial lots, as on-street parking is limited and strictly metered.
