Government Records Council Overview
The Government Records Council (GRC) is a statutory administrative body established by the Open Public Records Act (OPRA) to ensure transparency in government and protect the public’s right to access government records. Located within the William Ashby Department of Community Affairs Building at 101 South Broad Street in Trenton, the GRC provides a cost-free alternative to the Superior Court for resolving disputes regarding access to public records. The Council is committed to helping the public and records custodians understand their rights and responsibilities under the law. It offers guidance, mediation services, and adjudicatory rulings on ‘Denial of Access’ complaints filed by citizens who believe they have been wrongfully denied government documents.
Complaint Adjudication and Mediation
The primary function of the GRC is to receive, hear, review, and adjudicate complaints. When a requestor is denied access to a record, they may file a formal Denial of Access Complaint with the Council. The GRC offers an optional mediation program, where a neutral mediator assists the parties in reaching a mutually acceptable resolution without a formal decision. If mediation fails or is declined, the GRC staff investigates the complaint and issues findings and recommendations to the Council members for a final decision. These decisions carry the weight of law and can only be appealed to the Appellate Division of the New Jersey Superior Court.
Education and Guidance
Beyond adjudication, the GRC serves as a critical educational resource. The agency maintains a toll-free information hotline and provides extensive training materials for records custodians across the state. They publish the ‘Citizen’s Guide to OPRA’ and maintain a searchable database of prior decisions, which serves as legal precedent for future records requests. The Council meets regularly to vote on complaints, and these meetings are open to the public, often held in Room 129 of the DCA building.
Visiting the William Ashby Building
The GRC offices are housed in the William Ashby Community Affairs Building. As a state government facility, security is strictly enforced. All visitors must present a valid government-issued photo identification at the security desk in the main lobby. Guests are required to pass through metal detectors and submit personal items for x-ray inspection. While the GRC staff is available to answer questions, most complaints and inquiries are handled via mail, email, or the online portal. Visitors attending public meetings should arrive early to clear security.

The facility is centrally located in downtown Trenton, making it highly accessible. It is situated on South Broad Street, a major thoroughfare served by numerous NJ Transit bus lines. The Trenton Transit Center is approximately a 15-minute walk or a short bus ride away, providing connections to NJ Transit rail, SEPTA, and Amtrak. Paid parking is available in nearby garages and surface lots, though street parking is often limited and metered.
