Governor’s Office of Employee Relations Overview
The Governor’s Office of Employee Relations (OER) serves as the Governor’s designated representative in all matters concerning collective negotiations and labor relations with the State of New Jersey’s public workforce. Located at **240 West State Street** in Trenton, the office is responsible for negotiating, implementing, and administering collective bargaining agreements with the various unions that represent state employees. OER acts as the ’employer’ of record for labor-management purposes, striving to promote harmonious relations between the state and its employees while ensuring the efficient operation of government services. The office works closely with the Civil Service Commission and the Department of the Treasury to coordinate personnel policies.
Labor Negotiations and Contracts
The primary function of OER is to lead the state’s bargaining teams during contract negotiations with major public sector unions, including the Communications Workers of America (CWA), the American Federation of State, County and Municipal Employees (AFSCME), and various law enforcement and corrections associations. These negotiations determine salaries, benefits, and working conditions for thousands of state workers. Once agreements are reached and ratified, OER oversees their implementation to ensure consistent application across all executive branch departments and agencies.
Grievance and Dispute Resolution
OER plays a central role in dispute resolution. The office manages the state’s grievance procedures, representing the state in arbitration hearings and before the Public Employment Relations Commission (PERC). Staff members provide guidance to departmental human resources offices on contract interpretation, disciplinary matters, and the handling of employee grievances to prevent minor disputes from escalating into costly litigation.
