New Jersey Department of the Treasury Overview
The New Jersey Department of the Treasury serves as the chief financial steward for the Garden State. Headquartered at 33 West State Street in Trenton, this cabinet-level agency is responsible for formulating the state budget, collecting revenues, managing state investments, and overseeing the distribution of public funds. Established in its modern form under the Constitution of 1947, the Department plays a central role in the economic governance of New Jersey. It acts as the parent agency for numerous critical divisions, including the Division of Taxation, the Division of Revenue and Enterprise Services, and the Office of Management and Budget. The Treasurer, appointed by the Governor, advises on all financial matters and ensures that the state operates within its fiscal means.
Taxation and Revenue Services
The Division of Taxation is perhaps the most public-facing component, responsible for the administration and enforcement of state tax laws. It processes Personal Income Tax, Corporation Business Tax, and Sales and Use Tax, among others. The Division also manages property tax relief programs such as the ANCHOR benefit. Closely linked is the Division of Revenue and Enterprise Services (DORES), which handles all business registrations and filings. This division is the ‘front door’ for businesses in New Jersey, issuing Business Registration Certificates (BRC) and managing the filing of annual reports and Uniform Commercial Code (UCC) documents.
Pensions and Benefits
The Division of Pensions and Benefits administers the retirement and health benefit programs for hundreds of thousands of state and local government employees, retirees, and their dependents. This includes the management of major pension funds such as the Public Employees’ Retirement System (PERS) and the Teachers’ Pension and Annuity Fund (TPAF). The division ensures the accurate calculation and timely delivery of retirement checks and health coverage, serving as a vital support system for New Jersey’s public workforce.
Security and Visitor Information
The Treasury building at 33 West State Street enforces strict security protocols consistent with state government facilities. All visitors must present valid photo identification upon entry and undergo security screening, which includes passing through metal detectors and having bags x-rayed. Weapons, sharp objects, and other prohibited items are not permitted. While many services are available online or via mail, the building maintains a Client Registration/In-Person Service area for specific business filing needs. Visitors are encouraged to check if an appointment is required before arriving.
