The Division of Housing and Community Resources (DHCR) is a vital operational unit within the New Jersey Department of Community Affairs (DCA). Headquartered in the William Ashby Community Affairs Building in downtown Trenton, the DHCR is responsible for administering a wide array of state and federal programs designed to improve the quality of life for low-income residents and strengthen neighborhoods. The division serves as the state’s primary conduit for housing assistance funds, energy assistance grants, and community development resources, working directly with municipal governments, non-profit organizations, and individual constituents.
Key Assistance Programs
The DHCR manages several critical social safety net programs that provide direct support to eligible New Jersey households.
- Housing Assistance: The division administers the State Rental Assistance Program (SRAP) and the federal Section 8 Housing Choice Voucher program, helping thousands of families afford safe housing in the private market.
- Energy Assistance: Through the Low Income Home Energy Assistance Program (LIHEAP) and the Universal Service Fund (USF), the division helps residents pay for heating and cooling costs and reduce energy burdens.
