The Division of Housing and Community Resources (DHCR) is a vital operational unit within the New Jersey Department of Community Affairs (DCA). Headquartered in the William Ashby Community Affairs Building in downtown Trenton, the DHCR is responsible for administering a wide array of state and federal programs designed to improve the quality of life for low-income residents and strengthen neighborhoods. Key Assistance Programs
