The New Jersey Division of Mental Health and Addiction Services (DMHAS) serves as the Single State Agency (SSA) for substance use and the State Mental Health Authority. Operating under the Department of Human Services, this agency is responsible for the planning, monitoring, and administration of the state’s behavioral health resources. While it does not typically provide direct clinical treatment at this administrative headquarters, the Division oversees a vast network of community-based prevention, early intervention, treatment, and recovery services. It is the primary regulatory body ensuring that addiction and mental health providers across New Jersey meet state standards of care.
Intoxicated Driving Program (IDP)
A key public-facing function housed at this location is the Intoxicated Driving Program (IDP). This unit processes cases for individuals convicted of driving under the influence (DUI). The IDP manages the scheduling of mandatory detention at Intoxicated Driver Resource Centers (IDRC) and monitors compliance with court-ordered education and treatment. The division also manages the Interim Managing Entity (IME), a 24/7 centralized access line that assists residents in finding and funding appropriate addiction treatment.

The Division’s offices are located at 120 South Stockton Street in Trenton, a facility often shared with the Motor Vehicle Commission (MVC) and other state agencies. As a government building, strict security protocols are enforced. Visitors must present valid photo identification and pass through metal detectors upon entry. The location is situated in the Mill Hill district, convenient to the Trenton Transit Center and various state capital complex offices.
