The New Jersey Division of Codes and Standards, operating under the Department of Community Affairs (DCA), is the primary state agency responsible for establishing and enforcing building codes. This office manages the Uniform Construction Code (UCC), a comprehensive set of regulations that govern all building, plumbing, electrical, fire protection, and mechanical work throughout the state. The ‘Publications’ unit specifically handles the dissemination of these technical standards, often referred to by industry professionals as the ‘Blue Book.’ This ensures that architects, engineers, and contractors have access to the current legal requirements for construction.
Code Assistance and Licensing
Beyond publications, the Division oversees the licensing of municipal construction officials and inspectors, ensuring they meet state qualification standards. The Code Assistance Unit located here provides technical interpretations to resolve disputes between local inspectors and permit applicants. The Division also conducts plan reviews for complex structures, such as high-rise buildings, hospitals, and state-owned facilities, which fall under direct state jurisdiction rather than local municipal control.
