The New Jersey Administrative Office of the Courts (AOC) serves as the nerve center for the state’s extensive judicial system. Located within the Richard J. Hughes Justice Complex at 25 West Market Street in Trenton, this facility acts as the primary headquarters for the New Jersey Judiciary. It houses the Supreme Court of New Jersey—the state’s court of last resort—and the Appellate Division of the Superior Court. The AOC, under the direction of the Administrative Director, provides operational support and leadership to ensure the independence, integrity, and fairness of the court system statewide. The complex itself is a significant architectural landmark named after Richard J. Hughes, the only person to serve as both Governor and Chief Justice of New Jersey.

The Richard J. Hughes Justice Complex is the seat of the Supreme Court of New Jersey. Here, the Chief Justice and Associate Justices hear oral arguments on critical legal matters that shape state law. While the Supreme Court does not hold trials, it reviews appeals from lower courts and administers the judicial branch. The Administrative Office of the Courts, also housed here, manages the daily operations of the judiciary, including information technology, human resources, legal practice, and financial management. It ensures that the courts across all 21 counties operate under unified rules and standards. The building also contains the State Law Library, providing essential legal resources to the judiciary and the public.

As a high-profile government facility, the Justice Complex enforces rigorous security measures. All visitors must enter through the main lobby and undergo airport-style screening. This includes passing through metal detectors and submitting bags and personal items for x-ray inspection. Firearms, knives, pepper spray, and other potential weapons are strictly prohibited. While mobile phones are generally permitted, they must be silenced within the building, and their use is restricted in courtrooms and certain administrative areas. Photography and video recording are forbidden without prior written permission from the court. Visitors are advised to arrive early to navigate the security checkpoint, especially on days when the Supreme Court is in session.

The complex is designed to be fully accessible to the public. Ramp access and elevators are available for individuals with disabilities, and ADA-compliant restrooms are located throughout the building. The AOC provides various services for self-represented litigants and the general public, although specific case filings are often handled at the county level or through the electronic filing system (eCourts). Interpretive services are available for non-English speakers upon request. The facility operates Monday through Friday, observing all state holidays.

Located in the heart of downtown Trenton, the Hughes Justice Complex is well-connected to public transit. It is a short distance from the Trenton Transit Center, which serves NJ Transit trains, SEPTA Regional Rail, and Amtrak. Several NJ Transit bus lines stop directly near the complex on Market Street and Warren Street. Parking in the immediate vicinity can be challenging; visitors often utilize nearby paid parking garages or metered street parking. Limited visitor parking is available behind the Trent House, accessible via Trent Place, though spaces fill quickly. Public transportation is strongly recommended for those visiting the facility.
