The Richard J. Hughes Justice Complex is the primary headquarters for the New Jersey State Judiciary and the Department of Law and Public Safety. Located in Trenton near the Delaware River, this landmark facility houses the Supreme Court of New Jersey, the state’s highest appellate court, as well as the Administrative Office of the Courts (AOC). It also serves as the central office for the New Jersey Attorney General and the Public Defender. Named in honor of Richard J. Hughes, the only person to serve New Jersey as both Governor and Chief Justice, the complex is the nerve center for legal policy, criminal justice administration, and appellate review in the state. While it is not a trial court for local matters like traffic tickets, it is the venue where the Supreme Court hears oral arguments, which are open to the public.

The Supreme Court and Appellate Division

The Justice Complex is best known as the home of the Supreme Court of New Jersey. The Court, consisting of a Chief Justice and six Associate Justices, occupies the top floor and reviews appeals from the lower courts, particularly those involving constitutional issues or capital cases. The Clerk’s Office for the Supreme Court is located here to accept filings for petitions for certification and other appellate documents. Additionally, the complex houses the administrative headquarters of the Appellate Division of the Superior Court, although appellate arguments are often heard in other locations across the state. The building’s atrium and modernist architecture feature significant public art and a layout designed to symbolize the transparency of justice.

Law and Public Safety

Beyond the judiciary, the complex is the operational hub for the executive branch’s legal officers. The Office of the Attorney General directs the state’s legal business, including the Division of Criminal Justice and the Division of Law. These divisions handle statewide criminal prosecutions, consumer protection, and civil representation of state agencies. The Office of the Public Defender is also headquartered here, ensuring legal representation for indigent defendants. This co-location of the state’s top prosecutor, top defender, and highest court facilitates the efficient administration of justice at the state level.

Visiting and Security

As a high-security government facility, the Justice Complex enforces strict entry protocols. All visitors must pass through metal detectors and x-ray screening for bags; valid photo identification is required for entry. While the Supreme Court courtroom is open to the public during oral arguments, many offices within the building are administrative and may require an appointment. Public parking is not available directly on-site for general visitors; however, paid parking is available at the nearby Trent House lot or commercial garages. The complex is also accessible via the Trenton Transit Center, which is a short distance away.
