Overview
NYS DMV: Midtown Manhattan Office
Full-Service Hub
The NYS DMV Midtown Manhattan office, situated at 366 West 31st Street (between 8th and 9th Avenues), is the flagship Department of Motor Vehicles location in New York City. Unlike the smaller ”License Express” locations, this facility is a full-service branch capable of handling nearly all DMV transactions. It serves as a critical resource for residents of Manhattan who need to apply for original documents, take knowledge tests, or resolve complex registration issues. The office is designed with modern technology and queuing systems to manage the high volume of customers it serves daily.
Comprehensive Services
This location offers a wide range of services including Learner Permit applications and written testing (for Class D, M, and CDL), processing of Real ID and Enhanced Driver Licenses (EDL), and reciprocity exchanges for out-of-state licenses. It also handles Vehicle Registrations, title transfers, and Conditional/Restricted Licenses for those with enforcement suspensions. The office allows for the surrender of license plates and provides non-driver identification cards. It is one of the few locations in Manhattan where you can take the written test for a Commercial Driver License (CDL).

Appointments and Access
Due to extremely high demand, the Midtown Manhattan DMV operates primarily on an appointment-only basis for most in-person services. Walk-ins may be turned away or face significant wait times. Reservations should be made well in advance through the NYS DMV website. The office is located on the ground floor and is fully accessible to individuals with disabilities. It is conveniently located near Moynihan Train Hall and Penn Station, making it accessible from all parts of the city and surrounding suburbs via LIRR, NJ Transit, and subway.
