Overview
Philadelphia Parking Authority (PPA)
The Philadelphia Parking Authority (PPA) is a state-chartered agency responsible for managing and regulating on-street and off-street parking operations within the City of Philadelphia. Headquartered at 701 Market Street, the PPA oversees a wide range of transportation and enforcement services, operating independently of the city municipal government while coordinating closely with local departments. This facility serves as the administrative hub for the agency, handling executive functions, human resources, and specific permit processing departments.
Parking Management and Enforcement
The PPA is the primary body for enforcing parking regulations. Its responsibilities include:
- On-Street Parking: Installation and maintenance of parking kiosks and meters, and management of time-limit zones.
- Residential Parking Permits (RPP): Administration of the RPP program, which prioritizes street parking for residents in designated districts.
- Enforcement: Issuance of parking tickets for violations, vehicle immobilization (booting), and towing/impoundment of vehicles with excessive unpaid fines or safety violations.
Ticket Disputes and Adjudication
While the headquarters houses administrative offices, the Bureau of Administrative Adjudication (BAA), responsible for hearing parking ticket appeals, operates a separate public service center nearby. Motorists wishing to contest a violation can schedule hearings or submit disputes online. The PPA also manages the payment processing for all parking citations, red-light camera violations, and speed camera infractions.
Taxi and Limousine Regulation
The PPA’s Taxi and Limousine Division (TLD) regulates all taxicabs, limousines, and Transportation Network Companies (TNCs) operating in Philadelphia. This division ensures public safety by conducting vehicle inspections, certifying drivers, and issuing medallions and certificates of public convenience. The TLD enforces service standards and investigates consumer complaints regarding for-hire vehicles.
