Overview
Office of Risk Management
The Office of Risk Management (ORM) is a division of the Vermont Agency of Administration, located in the historic Pavilion Building in Montpelier, VT. This office is responsible for protecting the state’s human and physical assets through comprehensive risk identification, analysis, and control measures. It functions as the internal insurance company for the State of Vermont, managing self-insurance funds and commercial insurance policies.
Workers’ Compensation and Safety
A major function of the ORM is the administration of the self-insured Workers’ Compensation program for state employees. The office works to prevent workplace injuries through robust safety training programs and ergonomic assessments, while also managing claims for employees who are injured on the job.
- Liability Management: Handling general liability and auto liability claims filed against the state.
- Property Insurance: Ensuring all state-owned buildings and property are adequately insured against loss or damage.
- Contract Review: analyzing insurance requirements in state contracts and grants to ensure appropriate coverage levels.
Administrative Services
The office provides guidance to all state agencies and departments regarding insurance coverage and risk minimization strategies. While primarily serving internal government functions, the ORM plays a critical role in fiscal responsibility by minimizing the state’s financial exposure to accidental losses. Access to the office is typically restricted to state business, and visitors generally require an appointment.
