The Maine Animal Welfare Program (AWP) is a division within the Department of Agriculture, Conservation and Forestry (DACF), dedicated to ensuring the humane treatment of animals across the state. Headquartered in the Deering Building on the AMHI campus in Augusta, the program acts as the primary regulatory body for animal protection. Its mission is enforced through a combination of education, communication, and strict application of animal welfare laws. The AWP investigates complaints of animal cruelty, abuse, and neglect, working closely with local law enforcement and District Attorneys to prosecute offenders when necessary. The program also oversees the 'Help Fix ME' initiative, a vital state-sponsored voucher program that provides low-cost spay and neuter services to low-income pet owners, helping to control the pet population and reduce shelter intake.

Licensing and Regulation

In addition to investigations, the AWP is responsible for the licensing and inspection of animal-related businesses and facilities. This includes animal shelters, pet stores, boarding kennels, breeding kennels, and research facilities. State Humane Agents conduct regular inspections to ensure these facilities meet sanitation, safety, and care standards. The program also manages the training and certification of municipal Animal Control Officers (ACOs), ensuring that local communities have qualified personnel to handle animal issues.
