Overview
Driving Economic Growth in Pennsylvania
The Governor’s Action Team (GAT) is the premier economic development arm of the Commonwealth of Pennsylvania, operating under the Department of Community and Economic Development (DCED). This specialized group of professionals reports directly to the Governor and works with businesses that are considering locating, expanding, or retaining operations within Pennsylvania. The Philadelphia regional office serves as a critical point of contact for companies in the southeastern region, helping to facilitate large-scale projects that drive job creation and substantial private investment.
Services for Businesses
The Action Team provides comprehensive support to competitive business projects. Their services are tailored to corporate clients and site selectors, including:
- Financial Incentives: identifying and packaging grants, low-interest loans, and tax credits to support business growth.
- Site Selection: Assisting companies in finding the optimal location for their facilities, whether it be industrial, commercial, or office space.
- Technical Assistance: Coordinating with other state agencies to navigate permitting, infrastructure needs, and workforce development programs.
Office Access and Policy
The Philadelphia office is located at 110 North 8th Street, a building that houses several state agencies including the Vital Records office. As a professional economic development agency, the Governor’s Action Team typically operates on an appointment-only basis. Business executives and partners should schedule meetings in advance. Visitors to the building are subject to security screening upon entry, which may include metal detectors and bag checks. Valid photo identification is required to access the upper floors.
Location and Transportation
Situated in the Center City East district, the office is highly accessible via public transit. It is located just blocks from Jefferson Station, offering easy connections for regional partners. The 8th Street Station (Market-Frankford Line and PATCO) and Chinatown Station (Broad-Ridge Spur) are within a short walking distance. For those driving, numerous paid parking lots and garages are available in the surrounding blocks near Arch and Race Streets.
