New Hampshire Bureau of Elderly and Adult Services
Protecting and Supporting Vulnerable Adults
The Bureau of Elderly and Adult Services (BEAS), a division of the New Hampshire Department of Health and Human Services, is dedicated to ensuring the safety, independence, and well-being of the state's aging population and adults with chronic conditions. Located in the Brown Building at the Hugh Gallen State Office Park, BEAS administers a wide range of social and long-term support programs. The bureau is the primary agency responsible for investigating reports of abuse, neglect, and exploitation through its Adult Protection unit, providing a safety net for those who cannot protect themselves.
- Adult Protective Services (APS): Receives and investigates allegations of abuse, self-neglect, and financial exploitation of vulnerable adults.
- Long-Term Care Support: Administers the Choices for Independence (CFI) Medicaid waiver, helping individuals receive care in their homes or communities rather than nursing facilities.
- Nutrition Services: Oversees the Meals on Wheels program and congregate dining sites to ensure seniors have access to nutritious food.
- Caregiver Support: Provides resources, respite care funding, and counseling for family members caring for elderly or disabled relatives.
Access and Coordination
BEAS works closely with a statewide network of ServiceLink Aging and Disability Resource Centers to connect residents with the right services. The bureau also manages the State Registry of founded abuse reports to prevent verified perpetrators from working in caregiving roles. From determining clinical eligibility for nursing home care to funding transportation and adult day services, BEAS adopts a person-centered approach to help New Hampshire residents age with dignity. The agency also collaborates with the Office of the Long-Term Care Ombudsman to advocate for the rights of residents in licensed facilities.
