New Jersey Division of Investment Overview
The New Jersey Division of Investment is a critical agency within the Department of the Treasury, responsible for the investment and management of the state’s pension and annuity funds. Headquartered at 50 West State Street (One State Street Square) in Trenton, the Division acts as the fiduciary for the New Jersey Pension Fund, which supports the retirement plans of over 800,000 active and retired public employees, including teachers, police officers, and firefighters. Established in 1950, it is one of the largest public pension fund managers in the United States.
Core Responsibilities
The Division’s primary mandate is to maximize investment returns while maintaining an acceptable level of risk. Its key functions include:
- Pension Fund Management: Investing assets for seven major pension systems, such as the Public Employees’ Retirement System (PERS) and the Teachers’ Pension and Annuity Fund (TPAF).
- Cash Management Fund: Managing a liquid investment pool for the state and local government entities to earn interest on surplus funds.
- Deferred Compensation: Overseeing investment options for the NJ State Employees Deferred Compensation Plan (457 plan).
- State Investment Council: Working under the supervision of this independent body, which formulates the policies and regulations governing the Division’s investment activities.
Visiting the Division
As an administrative financial office, the Division of Investment is generally not open to the public for walk-in services. Most interactions occur with institutional partners, investment managers, and other government officials. Visitors with scheduled appointments must present valid government identification and pass through security screening at the building’s lobby. For general inquiries regarding pension benefits, members should contact the Division of Pensions & Benefits, not the Investment Division.
