The Department of Licenses and Inspections (L&I) is the City of Philadelphia’s primary agency for building safety and code compliance. Headquartered in the Municipal Services Building (MSB), L&I is responsible for issuing construction permits, trade licenses, and certificates, as well as conducting inspections to ensure properties meet rigorous safety standards 🏗️. Key Services and Functions
L&I serves homeowners, contractors, and business owners through several core functions:
- Permits and Licensing: Reviewing plans and issuing approvals for construction, zoning, electrical, and plumbing work, as well as business and rental licenses 💼.
- Inspections: Conducting field inspections to enforce the Philadelphia Building Construction and Occupancy Code.

Visit Information and Security
The public Permit and License Center is located on the Concourse level of the Municipal Services Building. Appointments are generally required for in-person services and can be scheduled online. All visitors must undergo strict security screening, including metal detectors and bag checks. A valid government-issued photo ID is mandatory for entry 🆔.
